Fundamentals

Fundamentals is a basic framework of reforms that defines the beginning and the end of Ukraine’s European integration path. These reforms cover a wide range of changes, from democratic principles to the rule of law.
The peculiarity of this cluster is that the implementation of reforms is not assessed through the implementation of EU acts, as in other clusters, but by achieving intermediate and final indicators. As follows, this cluster has a flexible approach allowing to take into account national peculiarities of the Ukrainian legal system.

The “”Fundamentals”” cluster includes 5 chapters of EU law and 3 additional blocks for which there are no negotiating chapters.
