RPR Coalition Experts Join the Development of Legislative Solutions for Elections During the Special Period and the Post-War Context

Experts of the Reanimation Package of Reforms (RPR) Coalition — Yuliia Kyrychenko, Co-Chair of the RPR Council and Board Member of the Centre of Policy and Legal Reform (CPLR), and Andrii Mahera, expert of the Centre — have joined the Working Group tasked with developing legislative proposals on the organization of elections during a special period and/or post-war elections in Ukraine.

Representatives of another member organization of the Coalition, the Committee of Voters of Ukraine, also joined the Working Group. They are CVU Director General Oleksiy Koshel and his deputy Nataliya Lynnyk.

The inaugural meeting of the Working Group took place on 26 December 2025 with the participation of representatives of all parliamentary factions, the Office of the President, the Government, the Central Election Commission, law enforcement agencies, civil society organizations, and the expert community. During the meeting, participants approved the Working Group’s rules of procedure, defined priorities, and heard a report from the Central Election Commission on the key challenges of organizing the electoral process in the post-war period.

The Working Group operates not only through plenary meetings but also via specialized sub-groups. The next meeting is scheduled to take place no later than 9 January 2026.

For the Centre of Policy and Legal Reform, participation in this Working Group provides an opportunity to systematically integrate expert analysis into legislative solutions. In particular, a significant share of the recommendations has already been outlined in the analytical White Paper developed by the Centre in cooperation with its partners.

High-quality preparation of the first post-war elections is not only a matter of electoral procedures, but also a key element in restoring citizens’ trust in the state and in democracy as a whole. We welcome the experts’ participation in the Working Group.
