The draft law aims to speed up denationalization of printed media through elimination of systemic roadblocks on the way to reform state and municipal publications, such as inactivity of the founders, transfer of founders’ rights to state and municipal enterprises, arbitrary dismissal of chief editors, withdrawal of property from balance sheets of editorial offices etc.
