The draft laws duplicates provisions on military service used for maintainance of civic order, which creates a system where two laws regulate one field, one of them conferring to the militia / police not typical features that at some point apply to civilians. It does not fit critically into the reform of the Ministry of Internal Afairs (police) in accordance with the international obligations.
