The draft law regulates administrative services related to the issue of identity documents at the level of law, as required by the law of Ukraine “on administrative services.” This will make the procedure for issuing such documents transparent and eliminate scope for abuse, especially in matters of payment for the issue of such documents. At present, while issuing the identity documents, the State Migration Service requests the documents not required by law, as well as non-transparent fees for it.
