Formalizing provisions on the subject-matter, organization, preparation and conduct of referendum in accordance with the Constitution of Ukraine, taking into account the recommendations of the European Commission for Democracy through law (Venice Commission), the Council of Europe, the practice of holding a national referendum in Ukraine and foreign countries, as well as generally recognized international standards for a national referendum.
