The draft law provides for the establishment of a separate governing body to be in control of the historical and cultural objects, with the powers prescribed for that body that apparently duplicate the powers of the central executive authorities, including issuing of permits and approvals for works to be performed in the territory of the monument. The draft law contradicts the principles of transparency and the elimination of bureaucracy, includes a number of corruption factors, and does not solve the range of problems identified by its authors.
Comments on all shortcomings of the draft law have been thoroughly and rightly presented in the conclusions of the Chief Scientific Expert Department of the Verkhovna Rada.
