Changes in Ukraine’s Plan under the Ukraine Facility Program

In August this year, Ukraine updated its Ukraine Facility Plan for the first time, with a budget of €50 billion. As a reminder, the EU allocates these funds to Ukraine in exchange for implementing specific and effective reforms on a clearly defined schedule throughout 2024–2027.

The Government is now awaiting final approval of these changes from the EU Council by the end of September. Minister of Economy, Environment, and Agriculture Oleksii Soboliev noted: “It has already been two years since we started preparing the Ukraine Plan. Now it is time to update our commitments: to adjust timelines — extending some and shortening others — as well as to add references to specific EU legal acts and clarify the wording of certain steps.”
