The presentation of the Civil Society Organization Sustainability Index has concluded in Kyiv, with participation from Olha Lymar, Executive Director of the Reanimation Package of Reforms Coalition. We thank the Ukrainian Center for Independent Political Research for preparing and presenting the report.
Despite another year of full-scale war, the overall score for civil society remained unchanged at 3.0. As a reminder, according to the Sustainability Index methodology, 1 represents the highest level of CSO sustainability and 7 the lowest.
Service provision (2.9) and sectoral infrastructure (3.0) indicators for CSOs remained unchanged. At the same time, there was an average improvement of 0.1 points in the legal environment (3.3), organizational capacity (2.9), financial viability (3.7), advocacy (2.1), and public image (2.9) indicators.
Civil society organizations managed to advocate for a number of favorable laws and actively engaged in aligning Ukrainian legislation with EU law. International donors continued to provide significant support for CSO activities, including additional funding for organizational development. In 2024, state competitions were held to support projects by CSOs working with youth, persons with disabilities, veterans, and in the cultural sphere.
During the discussion of the Index results, Olha Lymar noted: “During the presentation, the draft laws on people’s rule and self-governance were mentioned. But I would once again highlight the Law on Public Consultations. The problem is not only that it comes into force after the end of martial law (and we do not know when that will be). Members of Parliament are also not required to be subjects conducting public consultations. Recall the frantic pace of adopting the law that eliminated the independence of NABU and SAPO. Amendments to the Public Consultations Law could have made this impossible.”
