On June 23, 2022, Ukraine was granted the status of a candidate country for EU membership and began the accession negotiation process. This process involves preparing the candidate country to implement EU laws and standards. The negotiation consists of 33 chapters grouped into six clusters and areas within the Copenhagen criteria.
These clusters cover the main criteria that must be met by the country for successful accession to the European Union. They include political, economic, legal and institutional, and other policy areas. The numbering of the negotiating clusters and sections does not determine the sequence of negotiations. The exception is cluster number 1, “Fundamentals/Fundamental Areas,” which opens first and closes last.

On April 8 and April 13, 2022, Ukraine was provided with two parts of the questionnaire as part of the assessment. On April 18, 2022, Ukraine provided answers to the first part of the questionnaire, which covers the state of compliance with political and economic criteria, and on May 9, 2022, the Government's answers to the second part of the questionnaire on the compliance of legislation with all sections of EU law were submitted.

Ukraine received an accelerated conclusion from the European Commission because the country already had experience in implementing the Association Agreement. In addition, assessment missions on Ukraine's access to the EU internal market have already been conducted.

On June 17, 2022, the European Commission prepared an Opinion on Ukraine's application for membership in the European Union, in which it recommended that Ukraine be granted candidate country status. Ukraine also received seven recommendations that became conditions for the opening of formal negotiations.

Ukraine was granted candidate status on June 23, 2022. Implementation of the EU recommendations is a prerequisite for the decision to open the membership negotiations with Ukraine.

On December 14, 2023, the EU decided to open accession negotiations with Ukraine.

Presentation of the Acquis by the EU on each negotiating chapter for the candidate country to get acquainted with it. Explanatory sessions for Ukraine began in February 2023.

On June 25, 2024, during the first Intergovernmental Conference in Luxembourg, the Council unanimously approved the main components and principles of the EU's proposal for negotiations with Ukraine. This decision launched the official accession negotiations.

On July 8, 2014, the stage of bilateral meetings within the framework of the official screening of Ukrainian legislation for compliance with the EU Acquis began. This stage is due to be completed in October 2025.

The Government of Ukraine is preparing roadmaps for the implementation of the opening benchmarks set out in the negotiation framework for the opening of negotiations on the first cluster.
