The Public Calls on the Government to Stop Discrediting the Civil Service Reform

On November 30, on the eve of the bloody crackdown on the Euromaidan, the Government appointed Oleksiy Takhtay, a person with a very controversial reputation, as a state secretary of the Ministry of Internal Affairs of Ukraine.

During the Revolution of Dignity, Oleksiy Takhtay, subordinate to Serhiy Liovochkin, controlled fulfillment of President Yanukovych’s orders. After the Euromaidan he has appeared in the notorious video of the Security Service of Ukraine. In this video, the former deputy Minister of Internal Affairs of Ukraine makes a deal with the head of the state-owned enterprise “Spetsservis” to most probably embezzle public property. Criminal proceedings No. 12014110100000953 have been instituted concerning this fact.

We believe that this appointment is a wilful step towards discrediting of the civil service reform and a bright example of an imperfect competitive procedure set by the Government to assess the candidates, in particular, its incapacity to assess integrity, which, as a result, disrupts confidence in the government.

The RPR experts call on the Cabinet of Ministers of Ukraine:

  1. To address the National Anticorruption Bureau of Ukraine with a request to check whether Oleksiy Takhtay has taken part in the embezzlement of public property.
  1. To initiate the process of preparing changes to the Procedure of conducting competition to fill the civil service offices, which will make it possible to assess integrity of the candidates; to obligate the Senior Civil Service Commission to publish the information about personal scores of the candidates given by each member of the Commission.
