We urge the Cabinet of Ministers of Ukraine to prevent the destruction of the State Anti-Corruption Program assessment monitoring system

On March 4, the Cabinet of Ministers of Ukraine finally approved the State Anti-Corruption Program for 2023-2025. Adopting the State Anti-Corruption Program has become an essential step in the fight against corruption expected both by international partners and civic organizations.

Considering all the difficulties and discussions around the Programme, the fact that the text is still not published poses a concern. Given this, there are reasonable fears that the Cabinet adopted the Document with several comments that can offset its value. According to our information, there is a danger of undermining the monitoring system and evaluation of the Programme by removing the indicator of the weight of each indicator in the result.

As a result of these changes, it will not be possible to ensure control over the state authorities in implementing the Programme, which will turn the Programme into a purely declarative document instead of an instrument of reducing corruption. It will also make it impossible to evaluate the implementation of the Programme by the public and other observers by a reasonable and officially approved criteria.

Also, the Cabinet of Ministers’ recommendations includes combining different groups of measures for each draft law together, making it impossible to coordinate, monitor and control the situation by developing and promoting all draft laws provided for in the Programme.

Thus, approving the State Anti-Corruption Program with harmful remarks that destroy the monitoring system and document evaluation is unacceptable.

So we urge the Cabinet of Ministers of Ukraine:

  1. To immediately publish the text of the approved Document;
  2. Not to allow any amendments to the Programme, making monitoring quality and evaluating the program’s implementation impossible.
