Ukrainians are forced to overpay for certain administrative services due to the lack of a single law to regulate the amount of administrative fees.It was noted by the Expert of the Reanimation Package of Reforms Coalition, Yevhen Shkolny.
Different indicators have been set in Ukraine to determine specific amounts of administrative fees. Therefore, citizens are often charged without legal grounds and in unreasonable amounts. At the same time, the price for a number of other administrative fees is unjustifiably low or generally UAH 0 (registration of legal entities). This leads to a lack of logistical support of the relevant authorities (for example, the state fee for marriage registration is only UAH 0.85).
Adoption of the law on administrative fees will ensure the fair value of administrative services for consumers, as well as contribute to the proper amount of revenues to the state and local budgets. The law should systematize the provisions of all applicable legal acts and regulate the procedure for payment and the amount of administrative fees.
The law defines the concept and types of administrative fee, its functions, principles of establishment and collection. It is advisable to provide an full list of costs that will be included in the administrative fee and the formula for its calculation. It is necessary to record the procedure for payment of all administrative fees and cases of payment of an increased amount – for example, for urgency.
