On September 10, the Verkhovna Rada approved in the first reading the draft law No. 1076, which should improve ProZorro public procurement system. 351 MPs also agreed to shorten the deadline for preparing amendments to the draft law for the second reading. Its full title is the draft law amending the Law of Ukraine on Public Procurement and some other legislative acts of Ukraine on improving public procurement, which public procurement has been waiting for for more than 2 years.
The Draft Law on improving ProZorro was also supported by RPR Coalition together with its partner Transparency International Ukraine under No. 8265 during the previous parliamentary convocation. Back then, there were not enough votes to approve it, even in the first reading.
Draft Law No. 1076 brings 250,000 procurements out of the shadows, and in general the innovations are conditionally divided into 4 blocks: improving the efficiency of procurement, introducing personal responsibility for violations of procurement legislation, improving the mechanism of appeal and harmonization with international standards.
