The RPR Anniversary – 365 Days For Reforms

At the early spring of 2014 civil society activists decided to target the protest energy of the millions towards reforming the country.  During this year 29 laws were adopted due to the joint efforts of more than 300 experts of the 70 non-governmental organizations united in the Reanimation Package of Reforms in cooperation with the legislative and the executive branches. The experts have developed the Roadmap of Reforms for the Parliament of  VIII convocation, the first concept paper  compiling programmatic documents in 18 key  areas where the need for reforms is most urgent.

Oksana Nechyporenko, Member of the Board of Reanimation Package of Reforms, summarizes:  «We really managed to accumulate the protest energy of Maidan and transform it into the driving force of social demand for specific reforms. 25 reform groups work daily in the open and public manner on developing the new legislative solutions. Moreover, we are ready to stand for our views, be it at the expert roundtable or in a street event. For the sake of future reforms we are working and ready to continue work round the clock 7 days per week».

Jointly with the most powerful civil society organizations and analytical centers the Reanimation Package of Reforms managed to establish legislative fundamentals for the following actions:

Moreover, a number of laws facilitating the European integration of Ukraine and Association Agreement implementation were adopted, among them, in particular, the Law “On Foods Safety”, “On Animals Identification and Registration”, “On Technical Regulations and Compliance Assessment” and amendments to the Criminal Code of Ukraine necessary for visa liberalization.

Vadym Miskyi, RPR Group Coordinator, shares the RPR’s vision of short-term priorities: «Launch of the extremely important reforms is our top priority for the future. It is necessary to set up legislative framework and start implementing the public service reform, to amend electoral law in order to hold local elections, initiate the law enforcement reform, the decentralization reform in order to delegate powers to the local communities, support deregulation and create favourable business environment, introduce the energy reform as the basis of the country’s energy independence. The overarching systemic reform of the Constitution is necessary to enshrine the novelties in all other fields.   Draft solutions are already elaborated by the RPR experts. We are open for cooperation with all branches of power to achieve tangible results».

«We are proud to announce 29 laws adopted with the contribution and advocacy by more than 300 RPR experts and activists. Meanwhile, we do understand that this is only one-fifth of the proposals included in the Roadmap of Reforms. We hope that the cooperation with such MP groups as “European Optimists”, “MPs Control” and “Maidan Self-Defense”, the Reform Support Center of the Cabinet of Ministers and the National Council of Reforms at the President of Ukraine will be crowned with the start of key reforms even before the end of the next two parliamentary sessions», suggests Yaroslav Yurchishin, RPR Advocacy Manager.
