A qualitative reform of the Constitutional Court of Ukraine is possible only after the introduction of a competitive selection, which will be stipulated in the law on the CCU. However, the current Parliament has lost the opportunity to introduce this change. This was announced on June 11 by Yuliia Kyrychenko, co-chair of the Board of Reanimation Package of Reforms Coalition, at a press conference “The Constitutional Court of Ukraine: Necessary Legislative Changes”.
“It is about high moral qualities and a high level of competence. This can only be done through competitive selection, which should be stipulated in the law on the Constitutional Court. This convocation of the Parliament “killed” it and established unconstitutional support of future judges by the political forces of Parliament,” said Kyrychenko.
In order to ensure the independence of the Constitutional Court, it is necessary to change the procedure for the competitive selection of CCU judges, concurred the constitutional law expert Bohdan Bondarenko.
“It is necessary to change the procedure for the selection of judges of the Constitutional Court to ensure independent selection of judges based on the criteria of high moral qualities and a recognized level of competence of the lawyer. Selection of judges should be as apolitical as possible,” says the expert.
