Experts of the RPR energy group welcome approval of the draft law on the electricity market by the Cabinet of Ministers and consider it an important step towards reforming the market critical for the entire Ukrainian economy.

The RPR experts believe that the draft law prepared by the Ministry of Energy and Coal Industry with the participation of experts and international donors includes a great number of innovative provisions. In particular, this draft law:

• creates the mechanisms to protect consumer rights;
• provides wider choice to the consumers and electricity producers;
• supports competition between the existing providers.

However, the draft law should be finalized so that it not only resolved the present-day issues, but also facilitated the development of the Ukrainian electricity market in line with the best world’s practices. In this context, we consider it critical to ensure that the market is inclusive and that it involves not only the existing players competing among themselves, but also new participants.

Furthermore, the RPR energy group believes that an effective compromise between the needs of balancing is yet to be achieved and that electricity generation from the renewable sources of energy has to be promoted.

It is also important to amend this draft law to create semi-autonomous networks, micro networks, and energy cooperatives in Ukraine and to provide ample opportunities to ensure energy self-sufficiency of communities and individual households.

The RPR energy group experts have actively participated in the discussion of the draft law while it was being prepared by the Ministry of Energy and Coal Industry and are ready to continue working on this important document.
