of Leading Anti-Corruption Organizations and Initiatives to Prime Minister of Ukraine Arsenii Yatseniuk Regarding Urgent Substitution of Selection Panel to Choose Members of National Agency for the Prevention of Corruption
Dear Mr. Prime Minister of Ukraine,
On June 22, 2015 you publicly reacted on the conflict concerning the Selection Panel aimed to choose members of the National Agency for the Prevention of Corruption (NAPC) and declared your readiness to substitute the Government representative in the Selection Panel “…and give this position to the civil society”.
Two weeks passed since your public statement, and the Government met, but this issue still wasn’t considered. Instead, on July 1 information about NAPC member candidates were published on the Government’s website; so obviously, their documents will be considered by the illegitimate Panel. At the same time, the President’s representative in the Cabinet of Ministers Oleksandr Danyliuk has officially suspended his work in the Selection Panel by the time when the conflict regarding the Panel’s membership and ways of its formation is solved; and the Verkhovna Rada Committee on Corruption Prevention and Counteraction is withholding its candidate to the Panel due to this reason.
We believe that your actions contradict your words concerning your readiness to stabilize the situation with the National Agency for the Prevention of Corruption. We’d like to kindly remind you that constant manipulations by Mr. Roman Hreba, person authorized by the Government to form NAPC, became the reason why there is a lack of trust to the process of the Agency’s launch not only within the society, but even within members of the Panel itself.
It is proved that there were numerous cases of collusion between participants of the elections of the Selection Panel’s civic part, therefore the Verkhovna Rada Committee on Corruption Prevention and Counteraction decided to address the Prosecutor General’s Office with the request to study the legitimacy of these elections. Mr. Roman Hreba was personally in charge of the civic elections. Besides, he is also a member of the NAPC Selection Panel appointed by the Cabinet of Ministers, and in fact he organizes the Panel’s work.
We believe that Mr. Roman Hreba’s activity related to the NAPC formation, as well as his participation in the Selection Panel, completely undermine the trust of the society to the Government and its authorized persons as to the ones that can properly and lawfully form the key anti-corruption institution in charge of monitoring of Ukrainian public officials’ declarations and their lifestyles.
Taking into consideration the fact that all members of the NAPC Selection Panel are registered by a correspondent Government’s decision, we would kindly ask you, Mr. Yatseniuk, to do the following:
