The Committee of Voters of Ukraine analyzed the indicators of the Verkhovna Rada’s legislative work in 2022. According to the CVU, 351 laws were adopted by MPs during the year, which is the highest indicator in the last ten years.
For comparison: 272 laws were adopted in 2021, 242 laws in 2020, 173 laws in 2019, 160 laws in 2018, 185 laws in 2017, 208 laws in 2016, 350 laws in 2015, and 2014 – 229 laws.
On average, during 2022, the Verkhovna Rada adopted 30 laws per month. For example, in September, 26 draft laws, voted by the Verkhovna Rada, entered into force, on October – 23 and November 17. At the same time, the number of adopted decisions will increase after the President signs other draft laws already voted on by the Verkhovna Rada.
A large number of adopted laws can be explained by the fact that the armed aggression of the Russian Federation intensified the need for legislative solutions in the field of security and defense of the state since new problems arose that had no solution in the legislation in force by the start of the war. Also, the war factor changed the nature of the Parliament’s work, changing the format of the Parliament’s activities (non-public meetings) and the amount of time needed to discuss potential decisions. In addition, in martial law conditions, the consolidation of parliamentary factions’ work increased, making it possible to make the necessary choices more coherently and quickly.
It is significant that the number of adopted laws has increased, but the annual number of draft laws has decreased. Thus, over a thousand draft laws (1,039 draft laws) were registered in 2022, which is almost 30% less than in the same period last year. In 2021, 1,452 draft laws were registered, and in 2020 – 1,787 draft laws were.
