Criminal statistics collecting in Ukraine is contrary to the public interest – report

Criminal statistics collecting in Ukraine has been largely entrusted on the Prosecutor General’s Office, the State Judicial Administration (SJA), the Asset Recovery and Management Agency (ARMA), the National Agency on Corruption Prevention (NACP), the State Criminal Enforcement Agency (SCEA) and the State Enforcement Service (SES). The State Statistics Service is, in fact, a consumer of statistics produced by these bodies, based on their own administrative needs, but these needs are limited to the tasks that these institutions face and may be contrary to the public interest. Experts of the Centre of Policy and Legal Reform draw attention to this fact in the Report on Criminal Statistics in Ukraine.

Experts propose to develop and adopt a Law on Criminal Statistics, which will identify the scope, objects and central authority for the production of criminal statistics. To ensure the generation of quality and reliable criminal statistics, it is necessary to establish the State Agency for Criminal Statistics as a central executive body.
