The draft law is introduced to provide for creation of amalgamated territorial communities whose establishment is initiated, in particular, by the territorial communities of towns of regional significance without changing the boundaries of the relevant districts, as well as to determine a clear procedure of calling the first local election in the territorial communities established as a result of amalgamation of territorial communities of different districts and of changing the boundaries of such districts.
