This package of draft laws includes corrupt regulations which create territorial monopolies that set prices for their services at their own discretion (without any regulation by the government and / or local authorities). Moreover, it is the local self-government bodies that shall select on a non-competitive basis the private organizations to carry out waste disposal and obtain a monopoly status.
