The goal of the draft law is to introduce the mechanisms of expanding the areas of amalgamated territorial communities within the limits established by the Prospective plan of formation of capable communities through accession of communities. At the same time, transition to a new quality of the amalgamated territorial community shall take place after it reaches the parameters proving its actual capacity.
