The purpose of the draft law is to solve the issue of power in Kyiv, namely to create a legal mechanism for the distribution of representative and executive powers of local self-government and division of functions and powers of the Kyiv mayor and the chairman of the Kyiv City State Administration, to determine the order of formation of districts in Kyiv and distribution of powers between the authorities at local and regional levels, and to determine the procedure of settling issues of administrative-territorial units in Kyiv.
