The purpose of the draft law is to ensure the right of access to information of public interest, transparency in the activities of state and local governments through the introduction of a mechanism of publishing such information in a public database. The draft act also aims to stimulate innovation and the economic activities through access to the “raw data” that can be freely used, including for commercial purposes.
