RPR reforms breakfast “Striving for Professional Civil Service: Competition for State Secretaries’ Posts”

We would like to kindly invite you to the RPR reforms breakfast Striving for Professional Civil Service: Competition for State Secretaries’ Posts (for diplomats, representatives of international institutions and foreign correspondents), which will be held on Thursday, November 17, at 10:30am-12:00pm at the RPR office (6 OlhynskaSt., 2nd floor, office 21)

According to the Law of Ukraine “On Civil Service”, competitions for the posts of the State Secretaries should be held in all ministries by the end of 2016. State Secretary is a chief of staff of the Ministry, a key subordinate to the Minister in the implementation of reforms, who is elected for 5 years and remains in office even in case of changes in the composition of the Cabinet of Ministers, thereby providing institutional continuation.

Right now the competition for the State Secretaries’ posts is taking place in the first 8 ministries of: Internal Affairs, Economic Development, Agricultural Policy, Infrastructure, Environment, Energy and Coal Industry, Culture and Information Policy.

How does the course of competitions for key civil service positions look like in practice? What are the advantages and disadvantages of the competitive procedure for the selection of public officials of the category “A”? What is the role of the civil society in monitoring of integrity of the candidates participating in the competition?

These and other questions will be discussed by the following experts:
