The Draft Law provides for the establishment of the Financial Investigations Bureau as a central executive body whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Finance of Ukraine. The Financial Investigations Bureau carries out independent operational searches, physical protection is ensured by the national police.

Improvement of the public procurement system aimed at developing a competitive environment and fair competition in public procurement in Ukraine, as well as ensuring compliance with the Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their Member States, on the other hand, Ukraine’s international commitments in the field of public procurement (in particular, according to stages II and III of the Association Agreement with the EU) by harmonizing the main provisions of the Law of Ukraine “On Public Procurement” to the European Union Procurement Directives.

It is proposed to amend the Law of Ukraine “On Corruption Prevention” regarding the definition of the legal status of the corruption whistleblowers, their rights and protection guarantees; ensuring conditions for the disclosure of information on corruption; regulation of the procedure for information disclosure by the corruption whistleblowers; exemption of corruption whistleblowers from the legal liability for the disclosure of information on corruption or corruption-related offenses; ensuring the state protection of corruption whistleblowers, in particular protection of their labor rights.
