Dear colleagues,

We would like to invite you to the media-breakfast “Ukrainians Сan Сheck Online How Government Spends Their Money!”, which will be organized on October, 7, at 10 a.m. at the office of the Reanimation Package of Reforms initiative (6 Olhynska St., office 21).

In September, the Ministry of Finance presented a portal on the use of public funds (www.e-data.gov.ua) that discloses information about all payments of the ministries, local self-government bodies, and state-owned and municipal enterprises (more than 100 thousand organizations and agencies). In the future it is expected that all governmental agencies shall report about the use of funds out of the state and local budgets – the so-called ‘open budget.’ Implementation of this stage of the project is part of Ukraine’s commitments to the EU.

It is planned to discuss the following issues during the media-breakfast:

1. Implementation of reforms in the sphere of state budget transparency – advances in the implementation of the Law of Ukraine “On transparent use of public funds” and the role of the civil sector. How citizens can benefit from the establishment of E-data integrated portal on public funds use.
2. Coverage of information about the local budgets and presentations of the research on the best practices of budget transparency. Also, analysis of the factors that caused decline of the open budget index rating (based on the results of assessment of 102 countries held by the OpenBudget Partnership and presented in September 2015 – the open budget index declined 19 positions).  
3. Budget-2016: should radical reforms in the budgetary process be expected? How will the state budget-2016 look like, and what should be expected.
