Ukraine’s energy sector has been in a state of crisis for many years and the urge of reforming it escalated immensely in 2014, as the issue of energy independency became vital. The sector can be generally characterised with lack of transparency and fair competition, high level of politicisation, weak national energy efficiency policy and multiple inconsistencies in decision-making. Although the first steps toward reforming the sector have been made, effective legislation does not yet create sufficient conditions for indispensable changes.
According to the obligations taken upon by Ukraine on its way toward EU integration (within Energy Community Treaty, EU-Ukraine association agreement), a number of crucial laws have to be adopted in order to improve the situation in the sector. The new legislation is meant to protect consumer’s rights, increase transparency and possibilities for competitiveness in the energy markets. Among such “pending” draft laws are the following:
