The competition to fill the office of the head of the National Police has been launched. The experts of the Reanimation Package of Reforms are convinced that a new head of the National Police shall be elected on the basis of a transparent, competitive, and fair selection.
Although the selection procedure has as advisory status, the competition shall follow democratic principles. The public and the experts have a common vision of the main mechanisms of selecting candidates to this key office.
Therefore, the experts of the Reanimation Package of Reforms call on the members of the commission to adopt and publish the regulations of the Commission providing the following:
The public also calls for having all the candidates to publish their own programs of further development of the National Police. The Reanimation Package of Reforms, in its turn, is ready to organize public discussions of candidates’ programs.
Moreover, given the experience of previous appointments to the high-ranking offices in the law enforcement bodies, there are well-grounded fears that the National Police might be headed by a person whose priorities will be dictated by the interest of the unreformed system and political circles, not the society, which is unacceptable.
The public also insists that the previous experience of work in the law enforcement system should not be decisive for either the assessment of the candidates by the commission, or in the process of minister’s decision-making as to the appointment of a new head of the National Police.
